What's the difference between a WiFi Range Extender and a Powerline adapter?

I saw a wifi range extender for $99, would I be able to use that as a powerline adapter?

It depends on the Wifi Extender you are looking at. Some need a network line ran back to your router, others are more of a repeater, meaning they need a good Wireless Signal to connect to which it then boosts to other areas of your house, typically it would sit somewhere in the middle between the router and the area you need more signal. 

 

A powerline adapter works differently in that it sends the network signal through your home power lines to any other power outlet in your home
