Wrong eco fee charged on scanner?

I recently purchased a scanner and noticed that the eco fee charged was $5.40. The eco fee description
was "OES EHF Printer" and the cashier's terminal screen displayed "printing device". I pointed out that
the scanner was not a printing device but a different kind of computer peripheral. I asked whether the
eco fee I was being charged was the correct one for this device. She assured me that all scanners they
sell get treated as a "code 540" eco fee with a charge of $5.40 and there was no mistake.

Never mind, I think I found my answer. Copying devices are included in the $5.40 fee but since my scanner wasn't a PORTABLE scanner (it is powered by 120 VAC) it doesn't qualify for the cheaper eco fee.
